The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.




The position is located in the ICT and Development Section (IDS) of the Information and Communications Technology and Disaster Risk Reduction Division (IDD), ESCAP, Bangkok, Thailand. The Economic Affairs Officer (ICT Specialist) is under the direct supervision of the Chief of IDS and general supervision of the Chief of IDD.

Responsibilities

Within delegated authority, the Economic Affairs Officer (ICT Specialist) will be responsible for the following duties:
1) Develop and implement substantive technical cooperation projects and policy-oriented analytical activities on ICT policy and applications, and related socio-economic issues (e.g. knowledge management, e-government, e-business, e-learning, ICT for development) at the regional and national levels; a) Participate in the identification of new and emerging ICT applications that have potential impact on socio-economic development of the member and associate member countries, and develop, implement, and monitor programmes to promote them; b) Keep abreast of key developments in the field of ICT and its applications and conduct policy-oriented research and prepare reports on ICT policy for socio-economic development; c) Design and undertake research and studies in support of programme and project formulation, including identification of good practices in ICT policy and ensure the lessons learned are disseminated and incorporated into development programmes and other initiatives.
2) Plan, organize and provide substantive servicing of ad-hoc expert group meetings, conferences, seminars, workshops, etc., including identification and selection of participants, development of background documentation, preparation of reports, policy recommendations and analytical briefs based on the outcome of such meetings;
3) Participate and provide active support in the formulation, implementation, monitoring and evaluation of strategic framework, the programme of work and the budget of the Division;
4) Provide mentoring to assigned project team and junior officers, etc.;
5) Act as officer-in-charge and assist in all matters relating to the discharge of management responsibilities in the Section in the absence of the Section Chief;
6) Liaise and build partnership with other experts in the field (e.g. governments, research institutes, academia, other international organizations, private sector) to carry out collaborative studies and projects and exchange views on latest development;
7) Prepare briefing notes and speeches for senior staff and make presentations on ICT policy and related fields, as required;
8) Other duties as required.

PROFESSIONALISM: In-depth understanding of various ICT applications, telecommunications technology, and new trend of information technologies; proven ability to produce reports on ICT related issues, including some own-name reports/publications.

Education

Advanced university degree in information technology, telecommunications, economics, public administration or other related field. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional experience in ICT applications; and in design and management of technical cooperation projects in ICT applications for socio-economic development, including at least three years experience at the international level.

Other Skills: 

Ability to use relevant computer technology (proficiency in Microsoft Office, good knowledge and understanding of open source software and XML.)

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and spoken English is required. Knowledge of other official UN languages is desirable.
