A small group of determined people started Concern in response to appeals from missionaries working in war torn Biafra in 1968. Africa Concern, as it was then known, was formally established in the home of Kay and John O’Loughlin Kennedy on 19 March 1968.

Founded in Ireland in 1968, Concern works in 27 countries throughout Africa, Asia and the Caribbean with a team of 3,500 personnel providing emergency relief, and long term assistance in the areas of education, health, livelihoods and HIV&AIDS.
We are recruiting for a Country Director for Liberia. The position is to be based in Monrovia with frequent visits to programme areas. The Country Director will direct the management and development of the Concern Liberia country programme ensuring that it is effective in meeting the objectives set out in the strategic plan. The Country Director will lead the senior management team and represent the organisation with government, donors, other international agencies, UN agencies etc. and will report to the Regional Director based in Ireland.

Main duties & Responsibilities are:
• With the Senior Management Team to lead the Concern Liberia team in its targeted response to the emergency and developmental issues which impact on poor people in Liberia.
• To manage the Liberia country programme in line with the Concern Worldwide organizational strategic plan, policies and procedures and the Concern Liberia country strategic plan
• To maintain an awareness of and continually analyzed the political, humanitarian social and economic environments in Liberia and the West Africa region and to adjust programmes and organisational capacities accordingly.
To liaise with government to ensure that the legal status of Concern Liberia is maintained and that Concern meets all its legal obligations to the Liberian Government. To continue to develop good relations with donors and to promote Concern in country and the region
• To represent and promote Concern at government, INGO fora, national and international conferences and meetings ect and maintain and develop networks which enable effective advocacy both on behalf of Concern and the programme participants and communities
• To maintain close relationships with the Alliance 2015 partners, IBIS and GAA and where possible seek to develop opportunities for collaborative programme/systems implementation. To develop institutional learning both within Concern and with programme partners.
• To ensure that all programmes are in line with Concern Liberia’s objectives and are managed to the highest standard
• To ensure that the administration, transport, IT and logistics systems function in accordance with best practice and organizational policies
• To ensure that the management of all funds for Concern Liberia is appropriate and meets the guidelines set down by good financial practices and by senior financial management in Dublin
• Develop a funding strategy to meet country programme requirements.
Essential Requirements:
• Primary degree in international humanitarian/development, social sciences or similar areas of study
• Proven strong management and decision making skills and experience at senior level.
• Strong knowledge of HR Management
• Excellent communication and interpersonal skills
• A high degree of flexibility and patience
• Ability to set priorities under pressure.
• Excellent organisational and planning skills.
• Strong problem solving and analytical skills.

Desirable Requirements:
• Additional qualifications in NGO management or community development related subjects
• Previous experience of budgeting
• Knowledge or experience of Concern Worldwide procedures and systems.
• Previous experience of working in Liberia, or the West Africa Region
• Experience working with NGO partners
• Experience of Concern Worldwide security procedures
