Main responsibilities
Under the direct supervision of the Director of the Bureau of Human Resources Management (HRM), the Assistant Executive Officer will:
Assist in the research, preparation and delivery of the work assignments of the immediate office of DIR/HRM office.
Assignments include preparation of bi-annual statutory reports for the Governing Boards, treating correspondence,
drafting speeches, briefings and presentations, carrying out analysis of complex cases or situations and submitting
recommendations for decision-making, preparation of documents and reports on interagency meetings such as the
International Civil Service Commission (ICSC), the Chief Executives Board (CEB) Human Resources Network and
others;
Coordinate the activities and workflow of the Bureau, in particular managing and coordinating official documents, reports,
statistics and correspondence for the Bureau, and for monitoring the Bureau’s Work plans; carries out research and
compiles background materials in order to draft responses to complex and/or sensitive administrative correspondence
received internally and externally;
Consolidates all information elements arising from projects, individual cases and HR-wide issues, integrates
contributions from the various HRM Sections into a unified documents for onward submission and decision-making;
Oversees the follow-up for recruitment of Senior Management posts.
Qualifications and Experience
University degree in Human Resources Management/Development, Business/Public Administration, Psychology, Sociology
or other related areas; post-graduate studies in Human Resources related areas is an asset;
At least 2 years of professional experience related to supporting a high level management role/office, of which
preferably 1 year acquired at the international level in the UN Common System or other international
organizations/associations;
Sound knowledge of human resources management principles;
Knowledge of UNESCO’s governance system and of the UN Human Resources Network mechanisms;
Ability to plan and coordinate work and set priorities; Ability to analyse and evaluate complex and sensitive issues, to conduct analytical research and develop recommendations; Strong communications skills with ability to write clearly and concisely in both working languages;
Demonstrated interpersonal skills and ability to work in a multicultural environment with sensitivity and respect for diversity;Excellent knowledge of English or French, good knowledge of the other required.
A written test in both working languages may be used in the evaluation of candidates.
Conditions of employment
UNESCO’s salaries are calculated in US dollars. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. For this post, the annual remuneration in local currency will start from around 47,100 euros (44,400 euros if without dependants) for P-1 and from around 59,500 euros (55,800 euros if without dependants) for P-2, exempt from income tax. In addition, UNESCO offers an attractive benefits package including 30 days annual vacation, home travel, education grant for dependant children, pension plan and medical insurance. The initial appointment, which is for 2 years, includes a probationary period of 12 months, and is renewable, subject to satisfactory service. Worldwide mobility is required as staff members have to serve in other duty stations according to UNESCO’s geographical mobility policy. UNESCO is a non-smoking Organization.
