UNESCO: Latest Job Vacancy for Deputy Director

We seek qualified candidate for the below position.

Main responsibilities  
Under the authority of the Director of the Bureau of Human Resources Management (DIR/HRM), the Deputy Director will:
– Assist in the overall management of the Bureau, including the promotion of relations with Permanent
Delegations, National Commissions and Governing Bodies of the Secretariat;
– Support DIR/HRM in the preparation, review and coordination of relevant documentation on HR
matters/decisions relating to the General Conference and the Executive Board;
– Manage and supervise the activities of staff of the operational sections: Recruitment, Staff Services,
Pension and Insurance and the Medical Centre as well as overseeing the administration of the UNESCO
crèche and children’s club, ensuring that the services provided are carried out in a coherent and effective
manner;
– Participate in the development of strategic approaches, policies and operational procedures to ensure that
the Organization’s HR objectives are achieved;
– Assist DIR/HRM in the management and deployment of staff and other sources within the Bureau;
– Represent DIR/HRM in inter-agency meetings and/or working groups as well as various administrative
Boards of the Secretariat such as Pension Fund, Board of Management of the Medical Benefits Funds,
Advisory Committee on Staff Compensation Plan, Headquarters Master Capital Plan, etc.

Qualifications and experience 
ƒ University degree, preferably at the advanced level, in Human Resources Management/Development,
Business/Public Administration or other related areas.
ƒ At least ten years of progressively responsible professional experience in Human Resources
Management, of which preferably at least seven acquired at the international level (United Nations or
other international organizations).
ƒ Excellent knowledge of human resources management principles; knowledge of the United Nations
Common System’s HR policies and practices would be an asset.
ƒ Understanding of UNESCO’s strategic direction and understanding of its governance mechanism is an
asset.
ƒ Strong managerial/leadership skills combined with demonstrated flexibility in leadership by performing
and/or overseeing the analysis of complex human resources issues.
ƒ Excellent communication skills and demonstrated ability to work in a multicultural environment with
sensitivity and respect for diversity.
ƒ Working knowledge with excellent drafting skills in one of the working languages (English or French). A
good knowledge of the second one is strongly desirable. Language training will be mandatory in order to
acquire the required level of the second working language in a reasonable timeframe.

negotiations;
ƒ Excellent interpersonal skills to maintain effective working relationships and ability to build trust and guide,
manage and lead, work and motivate a large and diversified body of staff in a multi-cultural environment,
with sensitivity and respect for diversity;
ƒ Tact and negotiating skills, combined with sound judgement and decision-making skills;
ƒ Ability to communicate effectively and persuasively, orally and in writing, as well as to address complex
concepts orally and to prepare written material in a clear, concise and meaningful manner;
ƒ Excellent communication and presentation skills, with strong representational abilities;
ƒ Ability to defend and explain difficult issues with respect to key decisions to staff at all levels.

Conditions of employment 
The post is at grade D-1 common to the United Nations system, with a salary composed of base salary
and post adjustment, which, at the present dollar exchange rate, totals approximately US $176,661 (with
dependants) or US $163,292 (without dependants) per annum, exempt from taxation. In addition,
UNESCO offers an attractive benefits package, including 30 days annual vacation, home travel,
education grant for dependent children, pension plan and medical insurance. Please note that UNESCO
is a non-smoking Organization.
